Is it true Obama wants to donate 900 billion to Africa as soon as he becomes president?

the rest of my question is why not donate some money but shouldn't a majority of our money be spent here getting our people out of poverty and stable. And this has nothing to do with race because a large percentage of the people living in poverty and appaling conditions here are black or hispanic as well as white. Also many of the countries are led by dictatorships and juntas that will only take any money or development to fund their wars. The whole world need to be involved and get these countries under control and create a safe africa for all the people. At the same time we should be teaching modern cultivation techniques planning an infrastructure so that modern farm equipment can be imported and maybe we could solve africa and the worlds food shortage while empowering africans and giving them a say on the worlds stage and having something besides diamonds and gold which have created the new slave trade in africa somebody got paid $35 a year for your bling he was probably 13 anyway
